The Uruguayan has served lengthy bans for racism and biting in recent years and was subsequently condemned across the Premier League.
Luis Suarez claimed his double strike was revenge for the flak he has taken in England.
The Liverpool striker, playing his first game in five weeks after knee surgery, was Uruguay’s two-goal hero against the Three Lions.
He was banned for biting and also for racism in England, and said: “I’ve dreamed this. Before the game, too many people in England laughed about my attitude over the last few years.
“Maybe a few days ago, I thought this wouldn’t be possible.”
Suarez offered encouragement to Kop team-mate Steven Gerrard after the game.
He added: “I told him to keep going. He’s the best player I’ve played with on the pitch.”
Gerrard, 34, who has won 113 caps, hinted that he may call time on his England career.
He said: “I need to park that hurt and see what happens over the next few days.
“If you go out in the group stage it will be a very personal low for myself, but it’s not the moment to talk about my future.”
With England’s survival looking bleak, Italy’s Mario Balotelli knows beating Costa Rica today might help – and he tweeted last night: "If we beat Costa Rica I want a kiss, obviously on the cheek, from the UK Queen."
